Water/Sewer Financing Policy

County rate payers can expect better communication from the County when it comes to new water/sewer billing practices.

OXFORD COUNTY - Oxford County rate payers will be well informed when it comes to their financial obligations for new water and sewer hook up charges.

County Council adopted a Water and Services Financing Policy Review that establishes when new services are to be billed and who is to be billed.

Director of Public Works Rob Walton said the new amended policy will look at ways to effectively communicate billing new services to those affected by the charges, "This is trying to put our past practice into account and tweak that with a communications policy, basically crafted for each project and then with policy guidelines so that we can have the most effective communication that we can so that we can get to the maximum number of owners so they know what their commitment will be in the future."

The policy aims to avoid unanticipated financial burdens for property owners in the future. The policy changes were in response to a September 2014 delegation by Havelock Corners residents. Residents claim they were ill-informed by the County and left with thousands of dollars of unanticipated charges.

Walton said that communications has been important in getting information to property owners regarding their financial obligations to water and sewer projects.

Changes to the policy include creating a section on the County website that will allow the public to monitor the billing status of ongoing servicing projects, corresponding cost estimates, billing date and financing options. In addition to that property owners will receive direct communications in the form of mail, media or website regarding public meetings on the projects.
