It's a partial victory for the Norwich Merchants. The Ontario Hockey Federation has ruled in favour of the Jr. C team in part of its appeal of OHA sanctions in a pay for play scandal. The OHF has ruled the OHA did not have the authority in its own regulations to slap the Merchants with a roster freeze this season, or prevent them from using import players the next 3 seasons. OHF President Phil McKee says the Merchants did not appeal the allegations that they illegally paid a player. McKee says there's no place for that in junior hockey. "As ambassadors for the game, which the organizations are, they should be providing players opportunities within the regulations. And teaching those kids and guiding those kids within the regulations...how to conduct their business properly." The Merchants will still have to fork over a 25-thousand dollar fine, and three board members have been banned for 3-years.
